Description

T-Systems is looking for a Public Sector Specialist to work on complex digitalization projects for German public administration at federal and state level, from conception and bid preparation through implementation. The role advises customers on system integration and digitization projects, specifying technical solutions and requirements and supporting implementation and quality assurance. You will apply classic and agile frameworks, take on project controlling and financial management including contract, risk, change and claim management, and prepare offers in line with public procurement law. Candidates need at least 3 years as a consultant or project manager on public-sector software or digitization projects, knowledge of public administration standards such as V-Modell XT, native-level German and very good English; part-time is possible.

Requirements

  • At least 3 years of professional experience as a consultant or project manager in software development, integration or digitization projects for public clients at federal or state level in Germany
  • Proven consulting or project management expertise, ideally with certifications in software architecture, modeling, requirements engineering and quality management (e.g. CPRE/IREB, CARS, ISTQB, TOGAF, COBIT, ITIL, Scrum) or in classic and agile project management (e.g. PRINCE2, PMI/PMP, IPMA, Scrum, V-Model XT)
  • Knowledge of the legal principles, standards and methods of public administration (e.g. V-Modell XT, SAGA, WiBe, UfAB, XÖV, BSI IT baseline protection, data protection, FIM)
  • Practical experience in risk, change, claim and escalation management as well as project controlling and financial management
  • Experience in preparing and calculating offers for public administration projects, with knowledge of public procurement and contract law
  • Native-level German and very good English
